Currentlytheworld'sfreshwateraountsforonly2.5%ofthetotalwaterresources,ofwhichmorethan70%isfrozeninthearcticandAntarcticicesheets,anditisdifficulttousethesnowonthemountainglaciersandpermafrost,87%ofthefreshwaterresourcesisdifficulttouse.Humansreallyabletotakeadvantageofthefreshwaterresourcesispartoftheriversandlakes,andgroundwater,aountsforabout0.26%oftheearth'swater.

Giventheglobalfreshwaterresourcesshortage,notonlywillsoonfallintothepredicamentofthewatershortageinmanycountries,economicdevelopmentwillbelimited,onJanuary18,1993,the47thUnitedNationsgeneralassemblyresolution,determiheannualMarch22as"worldwaterday".AfterthewateractofthePeople'sRepublicofChinapromulgatedin1988,theministryofwaterresourcesistodetermiheannualJuly1to7as"China'swaterweek",consideringthe"worldwaterday"and"Chinawaterweek"thepurposeandcontentofbasicsame,therefore,startingfrom1994,changethetimeof"China'swaterweek"totheannualMarch22to28,timecoincidence,makeacampaignmorehighlightsthethemeof"worldwaterday".

水是世界上最宝贵的一种资源，也是维持生命的理想液体。哺乳动物体内60%至65%是水，人类体重的2/3、大脑的99%、骨骼的44%也都是水。缺了水，人类和地球将不能存活，森林将不复存在，植物将灭亡，地球上将出现无边的沙漠，生命的迹象将消失。

目前全世界的淡水资源仅占其总水量的2.5%，其中70%以上被冻结在南极和北极的冰盖中，加上难以利用的高山冰川和永冻积雪，有87%的淡水资源难以利用。人类真正能够利用的淡水资源是江河湖泊和地下水中的一部分，约占地球总水量的0.26%。

鉴于全球淡水资源不仅短缺、许多国家将很快陷入缺水的困境，经济发展将受到限制，1993年1月18日，第47届联合国大会作出决议，确定每年的3月22日为“世界水日”。1988年《中华人民共和国水法》颁布后，水利部即确定每年的7月1日至7日为“中国水周”，考虑到“世界水日”与“中国水周”的主旨和内容基本相同，故从1994年开始，把“中国水周”的时间改为每年的3月22日至28日，时间重合，使宣传活动更加突出“世界水日”的主题。
